rooftop bar bill had service charge AND tax, is that normal?

Had two cocktails at a rooftop in D1. Menu prices looked fine but the bill was noticeably higher.

Turns out there was a service charge plus VAT added on top. Small print at the bottom of the menu.

Not a scam, just didn't read properly. Posting so others check the plus plus thing.

    Same as Singapore ++ pricing. Most hotel bars and fancier places do it, street bars usually don't.

    If there's already a service charge I don't add a tip on top. Tipping isn't mandatory in Vietnam anyway.
