Did 3 weeks top to bottom, here's my very biased take.
Saigon: busiest, most modern, best for food variety and getting stuff done. Hot year round.
Hanoi: old quarter charm, cooler in winter, feels more traditional.
Da Nang: beach, calmer, easy to do Hoi An from there.
If you're working out where to stay in ho chi minh first time, D1 makes the most sense for a short trip.
