Arrived Monday, went out around 11pm and a couple of places were already closing.

Is that normal or just bad luck?

    Depends a lot on the area and the week. Some nights there are inspections and places close early, other nights they're open till late.

    Ok so start earlier, got it.

    Bui Vien is usually the last to go quiet. Rooftops tend to wrap up earlier.
