why was it so quiet on saturday? lots closed early

Walked around D1 Saturday night and a lot of places were shutting before midnight.

Is that normal or was something going on? Was planning to ask is ho chi minh safe to walk at night but it was just... empty lol

    closing hour rules seem to vary and some nights there are inspections so places close early. happens
